The humidity problem is structural, not cosmetic
Montgomery has a humid subtropical climate with no dry season and roughly 52 to 53 inches of precipitation a year. Warm, wet outside air moving through crawl space vents in summer hits cooler surfaces underneath the house and condenses on joists, ductwork and subfloor. Over enough summers, that condensation does what standing water does: it softens wood, feeds fungal growth, corrodes fasteners and duct seams, and pushes damp air upward into the living space through every penetration in the floor.
The counterintuitive part is that venting, which was standard practice for decades, actively makes this worse in a climate like this one. Opening a cool space to hot humid air in July does not dry it. It delivers moisture to the coldest surfaces available, which are the ones you least want wet.
Where the water comes from
There are four sources, and a repair that addresses one while ignoring the others usually disappoints. Ground moisture evaporates continuously from bare soil, and on clay that holds water rather than draining it, the ground stays damp long after the rain stops. Bulk water enters from outside when the grade slopes toward the house, when downspouts discharge at the footing, or when groundwater rises. Humid air comes in through vents and gaps. Plumbing leaks, condensate lines and sweating supply pipes add the rest.
An honest assessment identifies which of the four is dominant on your house, because the fix is different for each and the cost varies by an order of magnitude between them.
The two halves of a crawl space repair
The structural half addresses what has already given: rotted sill plates and band joists, sagging or cracked floor joists, failed or missing piers, compressed shims, and beam ends that have lost bearing. Supports are reset on adequate footings and the floor system is brought back toward level. This is the visible half and the one people expect to pay for.
The moisture half addresses why it happened, and skipping it guarantees a repeat. That usually means correcting the grade and gutters outside, adding a perimeter drain or sump where groundwater collects, and sealing the ground with a heavy vapor barrier. In a full encapsulation it extends to sealing the vents and the wall perimeter and running a dehumidifier sized to the volume of the space.
Vapor barrier versus full encapsulation
These are not the same product at different prices; they are different interventions. A ground vapor barrier is heavy polyethylene sheeting laid across the entire soil surface, overlapped and sealed at the seams, carried up the walls and around the piers and mechanically fastened. It stops evaporation from the ground, which on most houses is the largest single moisture source, and it is comparatively inexpensive. On a great many Montgomery-area crawl spaces it is most of the benefit for a fraction of the cost.
Full encapsulation adds sealing the foundation vents, insulating and sealing the perimeter walls, and conditioning the space with a dedicated dehumidifier. It delivers a genuinely controlled environment and it costs considerably more, both up front and to run. It is the right answer on some houses. It is oversold on others.

Before you commit to encapsulation
Ask for a moisture reading, not an impression: wood moisture content measured at several points and relative humidity in the space, ideally on more than one visit. Ask what happens to the combustion appliances and the dryer venting if the space is sealed, because a sealed crawl space containing an atmospherically vented gas appliance is a safety question, not a preference. Ask whether the exterior drainage work is included or quoted separately, since fixing the outside is often what makes the inside work. Ask what the dehumidifier costs to run and who services it.
And ask what the plan is if the readings do not improve. A specific answer indicates the contractor has thought past the sale.
Fix the outside first where you can
A meaningful share of wet-crawl-space calls in this market resolve at the cheapest stage: extend the downspouts, correct the grade in the first ten feet, pull the beds and mulch back below the brick ledge, and clear the gutters. That work costs very little, it is verifiable within one rainstorm, and if it does not solve the problem it has not been wasted, because none of the more expensive interventions work properly with water still arriving from outside.
Working around what is already down there
Crawl spaces are where the ductwork, plumbing, wiring and insulation all live, and foundation work under a house means working around, and sometimes temporarily removing, all of it. That has practical consequences worth settling in advance.
Ask whether ductwork will be detached and reinstalled or simply worked around, and who is responsible if a duct is left disconnected. Ask what happens to insulation that has to come out, and whether it is being replaced or reinstalled. Ask whether the crawl space access will be enlarged, since many older openings are too small for materials and the alternative is cutting through the floor. And ask for photographs of the finished work under the house, because it is the one part of the job you will never inspect for yourself and the only record you will have.
If you do encapsulate, size and maintain the dehumidifier
A sealed crawl space without a functioning dehumidifier is worse than a vented one, because you have removed the ventilation path without providing the replacement. So the equipment is not an upgrade, it is part of the system.
Sizing follows the volume of the space and the moisture load, not a rule of thumb, and an undersized unit runs constantly and still fails to hold humidity down. Ask what capacity is being specified and on what basis. Ask where the condensate goes, since a dehumidifier producing water in a sealed space needs a gravity drain or a condensate pump, and a failed pump puts that water straight back on the ground. Ask whether a humidity monitor is included, because without a reading you have no way to know whether the system is working.
Then maintain it. Filters need cleaning, coils need occasional attention, and condensate lines clog. A dehumidifier that quietly stopped working two years ago is a common and expensive discovery, usually made when someone notices the floors have started to feel soft again.
